The effect was a weird bike teleport bug that happened to me twice, so I decided to flim it. I now experience the flipside of ''THE METLED BADLAND OF VICE CITY''

In other words.. I was riding someone's bike, the driver crashed and I ended up in Little Havana (FBI place) ;D The world just looked like that.

This happened to me TWICE, not too long ago after I recorded this.

This happens when your game thinks you're in an interior. You can do it either by setting yourself to interior via a command or use a bug ingame. One of the bugs that works to cause it is jumping out of love fist's studio (jump over the sofa, there's no wall there.
