I'll consider it after testing in beta if it does pose an issue but at the moment, no. Aerial warfare is also a considered feature to this edition of VW, pure mayhem and massacre freely accessible to all.
There are no commands for fixing any vehicle, and once destroyed, each player has their own downtime of at best 15 minutes, at worst 45 minutes (depending on how many bases are controlled). Plus, specifically for any attack vehicle, they can only be spawned from your teams spawn zone and have to be driven to the war zone. That gives enough chance to do something about it before it actually arrives.
In-built script limitations will be made to ensure none of these tools can be used within a given area outside anyone's spawn zone, giving teams the chance to retaliate.
