The fun thing is, neither of the people are wrong or color blind. I've seen this dress outside on a shitty phone and I saw it as black and blue. Then saw it on a big TV and saw it white and gold. It's just the way the human brain tries to come up with a logical color based on the environment of the photo.

If the photo was a lot larger, showing your brain what kind of condition the picture was taken in, this whole thing wouldn't go viral because it would appear as blue and black for everyone.
