Which means he didn't even read the instructions in the only sticky thread in this board clearly titled "How to apply." On top of that, he didn't even leave TS before applying here, and is still a full member there, which means that he tried double-crossing his own clan.

I'm going to spare ourselves any prolonged frustration and deny this app now.
