Because the numbers are the numbers windows assigns to the ports, that don't necessarily correspond to how the monitors are aligned in real life.
If he used the order 1-2-3, his left (first) monitor, would actually only be accessible by going all the way to the right.

It depends on the windows, the time it detects them and assigns them the number, my primary monitor which is 1 and its in the center, so all gaming / stuff is focused in center, monitor 2 to the right is then detected, which is my secondary most used monitor, 3rd one on left is often used to view docs/wiki while coding stuff, i keep it off mostly.
