Its a YES from me. Fought him last night and M4ZT3R turns out to be a skilled, and mannered player on battlefield.
Nevertheless, lack of English skills is more or less but still a significant flaw.

Edit: Sepiroth posted a handy link (thanks!) which explains why M4ZT3R, on a second thought, is not welcome in VU (in my opinion).
