hi guys i wanna give a suggestion about VCDC

suppose 2 players are having match and 15th is the last date for group stage results and player 1 is inactive for last one week and also on the day of group enclosure then the player 2 if he is active should be declared the winner of that match .. how you guys think about this do reply
