Vice War 9 : Lost in Liberty

Vice War is global Team Death Match event consisting of two teams. The two teams fight each other for the entire day and the team with most points after 24 hours will be declared as the winner. There is no limit on number of members for either team, so teams are required to gather support by inviting players to join their team.

This is the 9th edition of Vice War, called Lost in Liberty.


The event will start at 00:00(midnight) on 9th May 2020 and run for 24 hours.
Unoffical start time is 23:30 8th May, as we will be running some tests in the grace 30 minute period. It may or may not be accompanied by server restart or stats reset.




Features




Liberty City Stories Map
This edition of Vice War will be played on the Liberty City Stories Map - Portland area.

Special thanks to the LCS-DM Community - rww and Piterus for making this possible.
We will be using the Winter Edition of the map, in...June... because yes.


Protect/Kill the Boss game mode
Vice War 9 has an approach similar to protect the president or kill the boss modes. Each team would have a boss, which would grant valuable points on eliminating. This edition emphasizes on the driving skills of players along with the fighting skills. Expect a lot of chases, hot pursuits to hunt down the boss.
Teams will have to prioritize between killing the enemy boss and protecting their own.



Small map - The playing area is roughly the size of downtown.
Minimap On - All player blips will be visible, with different colors for bosses.
Ground action - No helis, planes, boats. Just ground action.
All ingredients for a massive deathmatch fest.



New Administration System
We will be trying out a new administrative system, which will be report based.
Each time you report a player, it will generate a case that is assigned to a specific admin on rotation. The admin will be given the direct responsibility and ownership of that case and the information will be transparent to the reporter.
This will also accompany with statistics - Punishments, reports, admin handling time, admin response time.

LederART(tm) was used in the design to bring GangstaRas out of retirement.

Extended Version
The event consists of 2 teams:
  • Portland Union - Mafia and Traid. Boss: Salvatore Leone.
  • Panlantic Syndicate - Yardies and Cartel. Boss: Miguel


Spawning as a Boss
  • Anyone can spawn as a boss, however there can be only one team boss at a time.
  • To spawn as a boss, select the boss skin from spawn selection. You need to have $1000. The first spawn for both teams is free.
  • If there is already a boss when you spawn, you are added to a queue - first come first serve basis. Your skin will change to regular team skin. As the current boss dies, your chance will come.
  • There is a 30 second cooldown when a boss dies. Your next boss is announced privately and has 30 seconds to prepare.
  • After 30 seconds the enemy will be notified of the new boss.
  • If the boss is not ready(disconnected, not spawned, does not have $1000) - he is skipped and next person from queue is selected.


Playing as a Boss
  • If your team does not have a boss, it does not gain any points.
  • The boss can buy all weapons for free.
  • The boss has 200 HP.
  • The boss has to focus on survival, as dying will reward a lot of points to the enemy team.
  • If the boss quits, disconnects, crashes it is counted as dying.
  • The boss is exempt from Ping and FPS kicks.
  • If the boss needs to quit without penalty, Use /resign. The boss needs to stand still for 10 seconds. The next boss from the queue is chosen.

The Map Overlay:

The Portland Union will spawn in southern docks area.
The Panlantic Syndicate will spawn in northern pier.

There are following 5 bases, each having a checkpoint. Players can capture the bases to earn money and points for their teams. The bosses can upgrade the bases to generate more cash.

The bases are the major sources of income for teams. Killing players give a minimal cash reward.

To capture a base, stand on the Checkpoint for 10 seconds.
After the base is captured, the boss can upgrade it by standing on the CP for 10 seconds to increase it's income level.

Level 1: $1000 per minute for entire team.
Level 2: $2000 per minute for entire team.
Level 3: $3000 per minute for entire team.

The Luigi's Club base has higher value. It grants 2x money than normal bases.

Each base also grants 1 point per minute.

Points
The team which earns most points in 24 hours wins. Points are earned by:
  • Killing: Each kill gives 1 point.
  • Surviving: Each death grants a point to your killer's team.
  • Boss Kills: Killing the enemy boss gives points equal to 5 x Number of players in enemy team.
  • Sprees: Killing sprees give points equal to spree multiplier (5 Spree gives +5 points, 10 spree gives +10 points).
  • You must have a boss alive in your team to gain points. Without a boss, all point additions are set to 0.


Money
Weapons and health can be bought spending money. Money is earned by:
  • Killing: Each kill gives $50.
  • Boss Kill: Killing the boss grants $1000.
  • Bases: Each captured base generates $1000-$3000 per minute, distributed among all online team members equally.
  • Sprees: Killing sprees give money equal to spree multiplier (5 Spree gives +$500, 10 spree gives +$1000).


Stealth Mode
  • All player blips will be visible on the minimap.
  • Players can hide their blips using /stealth. This will hide their blip till they die.
  • Players can go on stealth mode to hunt enemy boss if they can afford it.
  • Stealth Cost: $3000 + $2000 x Team mates already on stealth.


Decoy Mode
  • The bosses will have a different skin and blip color than the rest of the team.
  • Players can get this color and skin using /decoy. This will stay in effect till they die.
  • Players can use Decoy mode to draw or confuse enemy away from their boss.
  • Decoy Cost: $3000 + $2000 x Team mates already on decoy.


Weapons
  • Weapons can be purchased by /wep command.
  • Players can also set free weapons as spawn weapons(/spawnwep), so they receive them on every spawn.
  • When a player dies with a weapon, he/she will respawn with the leftover ammo of that weapon. That means, you will keep your weapons even if you die or quit the server until you completely run out of it's ammo.

  • All other weapons are free of cost, except Minigun which is disabled.



Healing
  • You gain 30 x Spree Multiplier HP after every kill.
  • You can /heal for $100. You need to stay still to heal.

Command List
<parameters> are required, [parameters] are optional.


Gameplay:
/wep <wep1> [wep2] [wep3]...
Gives you weapons.
When you die, you keep the leftover ammo of the weapons.

/removewep <wep1> [wep2] [wep3]...
Removes weapons from your inventory.

/spawnwep <wep1> [wep2] [wep3]...
Sets your spawn weapons. Only free weapons can be set as spawn weapons.

/heal
Heals you for $100. You need to stay still for 5 seconds.

/sos [message]
Sends a help message to your team including the distance and direction from you.

/loc <player>
Gives you a player's current location - distance and direction from you. Useful for locating someone(enemy boss).

/givecash <player> <amount or "all">
Transfers cash to your team-mate. Use "all" for bankruptcy.

/stealth
Your blip is hidden from mini-map until you die. Useful for hunting enemy boss.

/decoy
Your blip color and skin is set same as your boss. Useful for distracting enemy hunting your boss.

/resign
For bosses only. If you want to quit as a boss, use /resign and stand still for 10 seconds. If you quit as a boss without resigning it is considered as death evade and the enemy gains a lot of points.

/ignore, /unignore, /ignorelist
Ignore commands allow you to hide a player's messages. Advisory: ignoring admins is not recommended and cannot be used as a justification for avoiding punishment.



Information:
/score
Shows score in the chat.

/bases
Shows base list, their controller and the money they generate.

/bosses
Shows the currently active bosses.
If you are queued to be the boss, it also shows your queue position.

/stats [player]
Shows the basic stats of a player.

/teaminfo
Shows information about your team: Player count, Stealth/Decoy count and cost, Boss queue.

/ping [player]
Shows the player's ping.

/fps [player]
Shows the player's FPS.


Administration:
/report <player> <reason>
Send a rulebreak report to the staff.

/admins
Shows the admins currently ingame.
