Although it seems that most people here want Vice War, if you do decide to arrange a car racing tournament Miami-Dade would be happy to provide assistance and let you use MDR for the event. 
Force has been working on a new version of the script and it will most likely be ready well before the tournament.
As far as I know VC:MP has only had one racing tournament so far and that was like two years ago, so personally I'd love to see another event again soon. Quite a few of us Ka's also prefer racing over DM so we would have many players wanting to participate, including myself (although the proposed time seems pretty bad for me, I'm usually not around during/between christmas and new year
)
