Because I found it after ViceWar , Otherwise I would have posted it and regarding it to be true.It is not a big deal , Check the link of video , He live-streamed himself and Vice city is loaded in the cheat engine.

This was used in CTF so its your decision to make.

this is the proof of how being in a trial stage without being promoted during  2 years could affect to your mind, an advice fellow vcmp mates that are currently in a trial stage, do your best and try to get the full tag as soon as possible, dont let that happen to you.

So the real problem here is the zoom sensitivity. Does this mean it changes the speed of zooming in/out or zoom distance?

And as Brian said, this is not cheating. It's just normal gaming these days. I don't do that myself, but it makes no sense forbidding it.
