The problem with background music is that everyone has different tastes. If I were to make a VU radio station or whatever it would be full of DnB, Breaks and Dubstep. With a couple of random genres mixed in, like trip hop, dub and some latin or jazz shit. The problem is, not everyone's into that kinda stuff.
