I don't remember the solution but there are lots of topic qbout it in VC:MP forum, you may have to dig for a while but eventually at least one of them has the solution.

Check the GTA:VC Directory path in VCMP Browser -> Tools -> Settings.
Change the gta-vc.exe to testapp.exe
