ip address and latency?

​If got ip address in this series 103.255.4.x i get latency blow 190ms if it get to like 103.255.5.x it got above 300ms..so have to restart router several time to reassign ip to get proper one...any one could explain this??

I don't have to change anything. My insult was towards your ISP, not you.
Fluctuating pings means your ISP does't have his peering in order, hence my comment.

There's not much you can do except contacting your ISP, or pick another.
